Permanent resident of EU?

Hi. I want to know that whether a permanent resident of one EU country can live, work or do business in any EU country on the basis of his/her permanent residency in one EU country or not? I am about to get my permanent residency in Poland soon. So will that allow me to reside, work or do business in any other EU country?

    The only register company in another eu permanent resident.
    The only live in the country but cannot work in poland you cannot live there on the only register company you can only register company in another eu permanent resident.
